August 1, 2006

The meeting of the Evendale Council Committee for Fire Department, Village Engineer, Service Department, and Gorman Farm was called to order at 7:00 pm.  Councilmembers Smiley-Robertson, Vonderhaar and Schaefer were present. Also present were Chief Foust and Mayor Apking.

The Fire Department, Village Engineer, Service Department, and Gorman Farm had no business for the Committee.  Since the members of this Committee are, with Mayor Apking, the hiring committee, the only agenda item was the current Police Department hiring process.

Chief Foust explained that one officer has applied for a disability retirement and Mayor Apking decided to begin the hiring process.  Chief Foust used the procedures and forms agreed upon after a series of meetings between citizens and Village officials.  Chief Foust provided a copy of an expanded application form and the list of places where the advertisement for the opening was posted.  The one significant change was the elimination of the requirement that all applicants have an Ohio Peace Officer Training Certificate.  The requirement of at least two years of college was retained.  So far, 75 applications have been received.  The elimination of the OPOTA certification requirement was credited by Chief Foust as increasing the number of applications received.  The closing date for applications is August 4, 2006.  The written test is scheduled for August 26, 2006 at 9:00a.m.  Those candidates receiving a score of 70% or above will then move on to the physical agility test.  Those passing the physical agility test will be subject to a background check and be interviewed by a panel of current police officers holding various ranks.  The top 5 or so candidates will then be interviewed by the hiring committee.  The successful candidate will be given mental and physical examinations.

Councilmember Smiley-Robertson raised the issue that during the recent hiring process involving the Fire Department, the reports of Dr. Daum provided valuable background information.  The committee discussed various ways to have more information prior to the hiring committee interviews.  Eventually, the matter was deferred to a later meeting because there will be at least two months prior to actual interviews by the hiring committee.

Chief Foust noted that Mayor Apking changed the make up of the hiring committee to have only three members of Council and the Mayor as the committee members.  Councilmember Smiley-Robertson indicated that she wanted to discuss that matter with the Mayor.     

There being no other business, the meeting adjourned at 7:45 pm.
